Early Learning and Childcare Eligible 2 Application Process

Early Learning and Childcare for 2-year olds 

Eligible 2-year old children are entitled to up to 1140 hours of funded ELC. This is from the term after their 2nd birthday until the term after their 3rd birthday when they are entitled to universal ELC. 

Children aged 2 are eligible for 1140 hours if their family is in receipt of one of the following benefits and allowances; 

  • Income Support 
  • Job Seekers Allowance (income based) 
  • Any income related element of Employment and Support Allowance 
  • Incapacity or Severe Disablement Allowance 
  • State Pension Credit 
  • Child Tax Credit (CTC), but not Working Tax Credit and your income of £18,725 or less 
  • Support under Part 6 of the Immigration and Asylum Act 1999 
  • Universal Credit with household take-home pay of £726 a month or less (equivalent to £8,717 annual income)

Or if the child is age 2 or over and is or, since they turned 2 has been (in terms of legal status): 

  • ‘Looked After’ by a local council 
  • The subject of a ‘Kinship Care Order’; or 
  • The subject of a ‘Parent Appointed Guardianship Order’; or 
  • Has a care experienced parent.   

Eligible 2 Options 

We can offer families places with a choice of location, type, and hours in registered provisions across the city, including: 

  • Local Authority ELC Settings 
  • Private ELC Settings 
  • Registered Childminders 
  • Playgroups 
  • Gaelic Provision 
  • Outdoor Provision 
  • Community Projects 

Blended Eligible 2 places 

Aberdeen City Council want to deliver an ELC that is flexible and offers choice to families. Parents/ carers will have the choice and flexibility to split their funded hours between up to two different settings (including a childminder). This is referred to as a blended model. 

How to apply 

To apply for an Eligible 2 place parents/carers will be asked to complete the Eligible 2 Application Form found clicking the button.

When to apply 

We accept an Eligible2 Application Forms for processing six weeks prior to child’s second birthday. 

For any child placement should start a school term after child’s second birthday

Child born between Start of placement
1 January – 28/29 February April 
1 March – 31 August August 
1 September – 31 December January

Information on Early Learning and Childcare Eligible 2 Application Process for Funded Providers

Placement should start a school term after child’s second birthday.

If a child starts later than the term after their second birthday, they will ONLY be allocated the remainder of the entitlement and hours will not be back dated. 

How to allocate the remainder of hours is up to Funded Provider and parent/carer. 

Parent/carer doesn’t need to take up all of the entitlement. If they wish their child to attend less days/hours than (1140) it’s up to them. 

You calculate number of weeks allocated between start and end date. Total number of hours allocated are hours per week times number of weeks allocated, for example: 

If setting is open for 50 weeks, you can offer 22.8h per week (50 x 22.8 = 1140) 

If setting is open for 38 weeks term-time, you can offer 30 hours per week (38 x 30 = 1140) 

Eligible 2 Placement Plan 

Funded provider must fill out ALL sections of the plan in order for us to process your payment claim effectively. 

Placement plan must be approved/signed by ELC Manager in advance of funding being released. Please send a copy to: Eligible2@aberdeencity.gov.uk for countersigning. 

We will then return a signed copy to you and the EYFunding Team to be processed with your payment request. All details send by tracker to EYF Team should match details provided in this document. 

Lunch payments 

Lunch payments are £2.75 per meal. 

Meals can only be claimed if the child is there over a mealtime and attending more than 4 hours per day. 

A maximum of two meals can be claimed per day if the child attends over 8 hours.
