How we use your data
We use personal data we already hold for the purposes of Council Tax and for our Housing duties to identify people who are or who may be eligible to receive the Low-Income Pandemic Payment and the Cost of Living Award.
We also request, where we need to, additional information from individuals who are, or who may be entitled to the Low-Income Pandemic Payment or Cost of Living Award, to allow us to assess entitlement and to administer making the payment.
We also use your information to verify your identity where required, contact you by post, email or telephone and to maintain our records.
The data we will process to administer Low Income Pandemic Payments and Cost of Living Award includes:
- Council Tax and Council Tax Reduction records we already hold (to check eligibility and to check contact details)
- Temporary Accommodation/ Homelessness records we already hold (to check eligibility and to check contact details)
- Name, Address, Contact Details (to identify people who are or who may be eligible and to contact them)
- Bank Account details (in some cases we may already hold these and in some cases we will ask you to provide these so we can make a payment to you if you are eligible)
Where we have identified that you are or may be entitled to the Low-Income Pandemic Payment or Cost of Living Award but we are unable to contact you using the details we hold within Council Tax or Temporary Accommodation/ Homelessness records, we may check other council records for contact details for you so we can support you to receive the Low-Income Pandemic Payment or Cost of Living Award.
How long do we keep your information for?
We will keep information about the administration of the Low-Income Pandemic Payment and the Cost of Living award for the current financial year, and then for six more years after that. This is in line with the Council’s records retention period for financial information.
Your rights
You’ve got legal rights about the way the Council handles and uses your data, which include the right to ask for a copy of it. You can email the Council’s Data Protection Officer on DataProtectionOfficer@aberdeencity.gov.uk

You also have the right to make a complaint to the Information Commissioner’s Office. They are the body responsible for making sure organisations like the Council handle your data lawfully.
Our legal basis
Aberdeen City Council is the Data Controller for your information. Wherever we are processing personal information we need to make sure we have a legal basis in data protection law.
The Council considers the provision of this payment as part of its public task. This means that we understand our legal basis for processing your data as Article 6(1)(e) of the General Data Protection Regulation.
If you do not provide us with the information, we have asked for then we will not be able to provide this service to you.
