Demolition and rebuilding agreed for RAAC properties 

A phased approach for the demolition of council and private homes affected by RAAC was agreed by the Communities, Housing and Public Protection Committee on March 11, 2025.

The indicative plan proposes carrying out demolition and landscaping in four phases, with the first focussed on only vacant terraces or individual groups of properties fully owned by the Council.  

The Council aims to purchase private properties affected by RAAC by voluntary agreement to allow the follow-on phases to proceed safely and smoothly. The Council will continue to work with the community as the plan progresses.

Demolition and rebuild was previously considered in August 2024 following a detailed options appraisal and extensive community engagement.

Design work for the new masterplan for the impacted area is underway and will be considered at a future date.

Timeline of Events

3rd October 2023 – Letters first delivered to affected residents advising them of drop-in sessions and email address and contact numbers for any queries. 

5th October 2023 – In person drop in session – Tullos School

6th October 2023 – In person drop in session – Tullos Learning Centre

22nd November 2023 – Update letter

22nd February 2024 - independent survey report received by Council

29th February 2024 - Letter following Aberdeen City Council Urgent Business Committee and decisions. Officers' recommendations in response to survey considered by Urgent Business Committee (UBC). UBC agrees to rehome council tenants. Letter also delivered to all council and private occupiers informing them of UBC decision and describing support on offer

8th April 2024 - Letters delivered to all council tenants who have recently had an internal survey inspection undertaken as part of short term management strategy. Further letters also delivered to all private occupiers providing an update following the Communities, Housing and Public Protection Committee on 28th March

3rd July 2024 - Council agrees to engage with residents on options for RAAC-affected properties

12th July 2024 - Letters to all affected properties advising of options and giving advice of drop in sessions from 18th to 22nd July 2024.

18th July 2024 – In person drop in session – Balnagask Community Centre

18th July 2024 – In person drop in session – Marischal College

20th July 2024 – In person drop in session – Greyhope Community Hub

22th July 2024 – In person drop in session – The Bridge Centre

14 August 2024 – Letter in relation to concluded options appraisal, summary of options and next steps

2nd September 2024 - Letter to owners advising of Aberdeen City Council, Council Committee decisions on 21st August

2nd October 2024 - Follow up letter to owners who had not been in touch from 2nd September letter.

11th October 2024 - Follow up email to owners following 2nd October letter

November 2024 – letter and email issue to all owners as part of an update in relation to the Voluntary Acquisition process

Early 2025 – ongoing engagement with owners individually and as part of Local and National Community Groups

May into June 2025 – letter to owners advising on available alternative options and seeking preference of options to input into survey

July 2025 – letter to owners advising on the outcome of the May/June 2025 engagement on the additional options available to owners.

Hear for You

SAMH has set up Hear for You to specifically support individuals affected by RAAC and can be accessed online or face to face at the weekly Torry drop-in’s.

What support can you expect from Hear for You?

Hear for You is free to access and provides both psychological wellbeing and practical programs of support. Whether it is a listening ear, practical advice, or structured wellbeing support, SAMH has set up Hear for You so we can be here for you through this challenging time.

Is Hear for You right for me?

•    Hear for You is for people aged 16+ who are affected in any way by RAAC in the Balnagask area of Torry. Offering support to homeowners and tenants alike.

•    A dedicated Link Practitioner can sit down with you and help you to prioritise the challenges that are impacting you the most, during this stressful time. They will provide information and practical support and, in agreement with you, can refer you on to community and citywide services, linking you to experts that are best equipped to support your individual needs.

•    A dedicated Wellbeing Practitioner can meet with you one to one to help you navigate challenges impacting your mental health and wellbeing when considering RAAC developments. They can offer either one-off sessions or up to eight sessions of structured support. Our Wellbeing Practitioners can support people experiencing mild or moderate emotional or mental health difficulties. It may not be suitable if your symptoms are severely affecting you in a way that makes daily life extremely difficult.

•    We can offer support in-person, via video-call or over the phone - whichever works best for you.

Support for families with learners attending school or ELC in Aberdeen City 

Education Service officers are available to offer help, support and advice to parents and carers of children and young people who may need to move school when moving to a new home.  We can help identify what provision is available near your new home, provide support in making contact with schools and assist with applying for a school place.
