Covid-19 Level 4 - Rateable businesses eligible for Top Up Grant

Level 4 - Rateable businesses required to close by law and eligible for Top Up Grant as part of the Strategic Framework Fund

  • Accommodation – Hotels on valuation roll as at 1st November 2020
  • Hospitality – on valuation roll as at 1st November 2020
    • All restaurants;
    • Cafes;
    • Food and wet-led pubs and bars; 
    • Licensed social and sports clubs. 
  • Retail – all non-essential retail closed by law - on valuation roll as at 1st November 2020, subject to the list of exclusions set out in the eligibility guidance for the Strategic Framework Fund: 
    • All shop fronts that are closed.
  • Close Contact Premises - on valuation roll as at 1st November 2020.  That provide close contact services including: 
    • Hairdressing and barber services; 
    • Beauty and nail services (including make-up services); 
    • Hair removal services;
    • Tattoo, piercing and body modification services;
    • Fashion design, dress-fitting and tailoring services;
    • Indoor portrait photography and art services;
    • Massage therapies, but not sports massage provided only to professional sportspersons; 
    • Complementary and alternative medicine services requiring physical contact or close physical proximity between persons, but not osteopathy and chiropractic services; 
    • Spa and wellness services.
  • Sport and Exercise – on valuation roll as at 1st November 2020
    • Indoor gyms;
    • Swimming pools;
    • Dance studios;
    • Exercise class/yoga studios;
    • Indoor football centres.
  • Leisure and Entertainment – on valuation roll as at 1st November 2020
    • Cinemas; 
    • Amusement arcades;
    • Indoor soft play;
    • Indoor bowling;
    • Snooker/pool halls;
    • Casinos;
    • Bingo halls;
    • Nightclubs;
    • Roller rinks;
    • Climbing wall centres;
    • Play barns;
    • Go-karting centres indoor and outdoor.

Level 4 – businesses not eligible for Top Up Grant as part of the Strategic Framework Fund

  • Accommodation:
    • B&Bs;
    • Self-catering;
    • Caravan;
    • Camp sites.
  • Leisure and Entertainment: 
    • Funfairs;
    • Theatres
    • Concert halls;
    • Sport stadiums;
    • Conference or exhibition centres. 
  • Visitor Attractions – other funding grants via Event Scotland and Visit Scotland

Note – as set out in the guidance for Strategic Framework Business Fund, non- essential retail exclusions, mobile close contact services and driving instructors are not eligible for SFBF and therefore not eligible for RHL top up.
