Pay a parking penalty charge notice

You cannot pay or appeal your Penalty Charge Notice (PCN) without your PCN reference number. If you have lost your reference number, please contact us. To comply with Data Protection requirements, you will be asked some details about the contravention before given the reference number. If you cannot answer these questions you will be asked to send us a copy of your V5C or hire/lease agreement.

If you have received a parking penalty charge notice (PCN), you can either pay it, or appeal against it.

Charges

The PCN is reduced by 50% if it is paid within 14 days. After 14 days, the full amount will be due. You must pay this within 28 days, or we will take further action.

The table below shows the amounts that are due at each stage of the process.

City Wardens will issue a Penalty Charge Notice (PCN) if you don’t obey parking restrictions, including:

  • Parking on double yellow lines.
  • Not displaying a valid permit or Blue Badge.
  • Parking in a loading/unloading bay while not loading/unloading.
  • Not displaying a valid parking ticket or valid pay by phone session.
  • Parking outwith a marked bay.

If you are issued with a PCN, it will show:

  • Where and when it was issued.
  • Why it was issued.
  • ID number of the City Warden who issued the PCN.
  • How you can pay the charge.
  • How to appeal.

If you believe that you have been issued with a PCN incorrectly, you should challenge it as soon as possible. See the Appeal a parking Penalty Charge Notice page for more information on how to do this.

If you appeal against the PCN, do not make any payment until we have let you know the outcome of the appeal. If you pay the charge while the appeal is ongoing, we will close your case.

If you do not pay or appeal a Penalty Charge Notice within 28 days, we will use the vehicle registration information we have recorded to ask the Driver and Vehicle Licensing Agency (DVLA) for the name and address of the registered keeper of the vehicle when the PCN was issued. We will then issue a Notice to Owner to the registered keeper.

The registered keeper should be the person who owns the vehicle, which can sometimes be different to the driver of the vehicle.

The registered keeper is legally liable for the charge even if they were not the driver at the time the PCN was issued.

If you are the registered keeper of a vehicle, it is your legal responsibility to keep your details up to date with the DVLA, or to notify them if you have sold or transferred ownership of a vehicle.

The Notice to Owner is a legal document. The purpose of it is to let the registered keeper of the vehicle know that a PCN is outstanding. It explains:

  • Where and when the PCN was issued.
  • Why it was issued.
  • How much is due and how to pay.
  • How to appeal.

If you receive a Notice to Owner for a vehicle you hired or leased, this means that the hire company have transferred liability for the vehicle to you and have given us your details so we can issue the notice. If you do not think that liability should have been transferred to you, you must dispute this with the hire company and let us know that you have done so.

When you receive a Notice to Owner, you must either make payment of the amount detailed on the Notice or submit an appeal to us within 28 days. If you appeal and it is rejected, you must pay the amount given on the Notice of Rejection within 28 days of receiving it, or make an appeal to The Scottish Courts and Tribunals Service.

We will issue a Charge Certificate to the registered keeper of the vehicle if:

  • We have issued a Notice to Owner and the PCN has not been paid or appealed within 28 days.
  • We have rejected an appeal at Notice to Owner stage and the PCN has not been paid within 28 days of the Notice of Rejection being issued.

If you receive a Charge Certificate, you must pay the increased fee of £90 (for contraventions prior to 1 April 2023) or £150 (for contraventions on or after 1 April 2023) within 14 days. You no longer have the right to appeal at this stage.

If you do not pay within this timescale, we will pass your details to our debt collection agents. They will take action to collect the outstanding debt and may add additional fees. Once your PCN has been passed to our debt collection agents, you must make payment directly to them using the details they provide when they get in touch with you.
