Complementary Uses for the Kingswells Park and Ride Car Park

The Park and Ride Car Park at Kingswells is being made available for a range of groups who require the use of a sizeable outdoor area for a variety of purposes, when the car park is not being fully utilised.

Aberdeen City Council recognised that by maximising the use of this site, there is an opportunity for additional uses without undermining the primary function of the facility as a Park and Ride site. Uses would have to provide some sort of community benefit and therefore could be considered to fulfil a Local Authority function. These could include pedal cycle training, charitable events and community organised events. Any use that involves commercial or profit making organisations charging to provide a service cannot be considered.

Who Can Apply?

Any non commercial/non profit making organisation can apply for use. Although not an exhaustive list, the following groups would be typical of the range of groups that could be considered suitable for making use of the site.

  • Community Groups, i.e. Community Councils or other Local Groups
  • Youth Groups, i.e. groups comprised of young people aged under 16 years
  • Commercial Service Provider, i.e. groups or individuals where a charge is made to cover cost, but where the service provided is deemed to be of significant community benefit and in line with the Council's objectives
  • Disability groups, i.e. groups comprised of those who are registered disabled
  • Strategic partners, i.e. groups with whom the Council has a formal partnership, e.g. relevant National, Cultural, and Sporting bodies

Application Process

Applications can be emailed or posted to the contact address below and should be received at least 2 weeks before the event is due to take place. Once approval has been given an invoice will be sent to the applicant for the appropriate payment. Cheques should be made payable to 'Aberdeen City Council'. Instructions will be provided in advance on access arrangements to the facility and the areas of the site to be used.

Usage Charges

Charges will be applied and users invoiced dependant on the type and length of usage. An additional charge would also be applied if the applicant required the waiting area and toilet facilities to be made available. Standard charges will be applied in line with the following categories of users:

Standard Rate Charge - 60 per hour for use of an area of the car park

  • Adults, i.e. groups comprised of adults aged over 15 years
  • Commercial Service Provider, i.e. groups or individuals where a charge is made to cover cost, but where the service provided is deemed to be of significant community benefit and in line with the Council's objectives

Concession Rate (50% discount on Standard Rate)

  • Juniors, i.e. groups comprised of children and young people aged under 16 years
  • Students, i.e. groups comprised of people in full-time education
  • Senior Citizens, i.e. groups comprised of people aged over 60 years)
  • Disability groups, i.e. groups comprised of those who are registered disabled
  • Strategic partners, i.e. groups with whom the Council has a formal partnership, e.g. relevant National, Cultural, and Sporting bodies

Aberdeen City Council uses of the site.

The majority of the above rates assume that all the participants (though not necessarily the activity leaders, instructors or organisers) are comprised of the particular age group or category of user. However, recognising that organisations are not always homogeneous in their make up, where more than 50% of the participants fall into one of the discounted/concessionary categories, then they would be eligible for the reduced rate.

Use of the waiting area and toilet facilities would incur an additional charge of 50 which would be payable by all groups of users. This is based on the current cost of opening/closing and cleaning of the facilities.
