Information on our Charging Policy

Contributing to your care

The Scottish Parliament introduced legislation which means that people aged 65 and over, subject to an assessment of needs, are entitled to free personal care in their own home.

Personal care has been defined, for this purpose, to include such tasks as personal hygiene (bathing etc); continence management; problems of immobility; preparation of certain meals and assistance with eating; simple treatments and personal assistance (getting in and out of bed etc). For more information on free personal care please refer to the leaflet 'Free Personal Care' available from Social Work offices.

You MAY be required to contribute towards the cost of the services you receive. This explains how the charges might affect you.

Your assessment for services is founded on the principle that the level of weekly services you receive should be based on your need and not on your ability to pay.

All non-residential services will, subject to an assessment of needs, be provided free to:

Social Work and Housing Support Services

  • Service users under the age of 18
  • Service users Palliative Care
  • Individuals (under 60 years old) whose assessed weekly income is 113 or less
  • Individuals (60 years and over) whose assessed weekly income is 161 or less

Social Work Services only

  • Individuals aged 65 and over receiving personal care in their own home (personal care element only)
  • Individuals aged 65 and over receiving care in their own home following a one-off hospital discharge (i.e. not part of a regular series of hospital admissions/discharges). Up to 4 weeks only
  • All clients receiving personal care at home to avoid hospital admission (first 2 weeks only)

Housing Support Services only

  • Housing support services, including sheltered housing and housing support services, will be provided free to service users in receipt of a "protected service" or a designated short term service as per the Housing (Scotland) Act 2001 and Scottish Government guidance. 

What services are covered by the charging policy?

Charges for residential care already exist and are covered by statute. For further information, please see the Scottish Executive leaflet Thinking about moving into a care home, available from our offices. The new/revised charges are restricted to the following non-residential services:

  • HOUSING SUPPORT SERVICES - 15.05 per hour
  • DAY CARE - OLDER PEOPLE - Meal charge of 2.95
  • DAY CARE - OLDER PEOPLE - Day Support charge of 4.20 per day, or per session if not a full day 
  • DAY CARE - PERSONS WITH A DISABILITY - Day Support charge of 4.20 per day, or per session if not a full day 
  • FROZEN MEAL SERVICE - 2.90 per meal
  • CARE AND SUPPORT SERVICE - 15.05 per hour 
  • HOMECARE (Personal Care) - OLDER PEOPLE - no charge
  • HOMECARE (Non Personal Care) - OLDER PEOPLE - 15.05 per hour
  • HOMECARE - UNDER 65 years - 15.05 per hour
  • COMMUNITY ALARM - 1.35 per week
  • SHELTERED HOUSING SUPPORT
    For the Housing Support Service provided in Aberdeen City Council tenancies
    Very Sheltered Housing - 34.76 per week
    Sheltered Housing - 12.78 per week
    Sheltered Housing Cottages - 12.78 per week
    For housing support services provided by other organisations, charges will vary depending on service provider and location 
  • OCCUPATIONAL THERAPY EQUIPMENT - No charge
  • OCCUPATIONAL THERAPY ADAPTATIONS
    Council and Housing Association Properties
    - No Charge
    Private / Part Owned Property
    Minor Adaptations less than 50 - 25 one off charge
    Adaptations Costing 50- 500 - 50% of cost
    Adaptations costing greater than 500 - Application will be made for grant assistance with client to fund balance
    NOTE - equipment and minor adaptations provided to clients aged 65 and over to support a return home are free, if supplied and fitted within 28 days of hospital discharge date.
  • RESIDENTIAL RESPITE CARE - 73.50 per week

How Will charges be calculated?

The services you receive will ALWAYS be based on your assessed needs and NEVER on your ability to pay. Each person will receive a financial assessment, which will determine how much, if anything, they may be required to pay towards the cost of their services. A charge will only be made if your assessable income is over the income threshold set by the Council.  Therefore many service users will pay nothing. Under no circumstances will you be charged more than the actual cost of providing the services you receive.

All benefits will be included in your income for assessment purposes with the exception of Disability Living Allowance (mobility component), ILF, War Widows Pension (MOD component plus 10 from basic), War Disablement Pension (Basic and Mobility elements), Child Benefit and Child Tax Credit.

As part of your assessment, you will be offered a benefits check and assistance in making claims for any benefits to which you may be entitled.

How is income assessed?

When working out your weekly income, any eligible housing costs (rent/mortgage/Council Tax etc) will be deducted from your total income, as will certain benefits and pensions. If your capital exceeds 16,000 then you will be required to pay for each hour of service you receive.

The capital value of the property you own and live in is completely disregarded, but the capital value of any other property in your name and/or in joint names would be taken into account. Any savings/capital you have up to 10,000 will also be totally ignored. Where capital exceeds 10,000, 1 will be added to your weekly income for every 500 you have over this threshold (tariff income).

Everyone's liability to pay charges will automatically be reassessed each year and we will ask you about any changes to your income and savings at that time.  If at any time during the year your circumstances change it is your responsibility to let us know.  If you fail to do so you may be charged at the wrong rate.

You may choose not to provide us with your financial details. In this case we will be unable to assess you and will therefore have to pay the full charge for the services you receive.

What Information will we need as part of the Financial Assessment Process?

  • BASIC FINANCIAL DETAILS: including income from employment (20 of which will be disregarded), pensions or welfare benefits, and details, where appropriate, of who deals with your finances if you do not do so yourself.
  • ANY SAVINGS AND OTHER CAPITAL: details and amounts involved.
  • HOUSING EXPENSE: what you actually pay as rent or mortgage and whether you receive Housing Benefit.  We also need to know the Council Tax/water charges that you pay and the cost of your house insurance. 
  • WELFARE BENEFITS CHECK: as part of the financial assessment, we will try to identify where people might not be getting all the benefits to which they are entitled. Where appropriate, you will be offered a benefits check.
  • DECLARATION: you (or someone representing you) will be asked to sign, saying that, to the best of your knowledge, the information you have given is accurate

What if I am unhappy with any part of the assessment?

You have the right to have your assessment reviewed.  In the first instance you should contact your care manager/social worker/community care co-ordinator / worker dealing with your assessment and raise your concerns.  The Appeals Committee may consider your case.

You have the right to complain under the Aberdeen City Council Comments and Complaints Procedure. The corresponding booklet for this is called "Have Your Say" and is available from our offices or upon request.

Set out below are two examples of non-residential financial assessments.

EXAMPLE 1

David Jones is a 48 year-old man. His weekly income consists of Incapacity Benefit of 94.25 and a works pension of 40.00. He receives a home care service of 8 hours per week giving him a potential charge of 120.40 per week (8 hours @ 15.05). He pays 25.00 rent and 5.00 council tax per week.

As Mr. Jones net income is less than the 113 threshold for individuals under the age of 60, he would not be charged for the services he receives.  As Mr. Jones is below the threshold for income support he should be referred to the Welfare Rights section for advice regarding any further benefits to which he may be entitled.

NOTE: should the benefits check result in an increase of benefits this may then result in making him liable to make some contribution to his care.

EXAMPLE 2

Mr. Brown is an 88-year-old man. His weekly income is retirement pension of 97.80, works pension of 45.45 and tariff income of 1.00 as he has capital of 10,500 in the bank. His rent and Council Tax comes to 20.00 per week.

He receives 5 hours of home care (2 hours personal care and 3 hours housing support) a week - potential full charge of 45.15 per week (3 hours @ 15.05).

A benefits officer helped Mr. Brown apply for Attendance Allowance, which increased his income by 49.30 per week

When assessing Mr. Brown's ability to pay, his available income to contribute to his care is 8.40 per week, which he contributes to the cost of his care. Additionally, as he is now receiving Attendance Allowance he is 40.90 better off every week.
