Introduction


Alongside the production of the Main Issues Report a number of background reports and assessments have been undertaken, as listed below. They are .pdf files that may take time to open.

Monitoring Statement

An early task in the preparation of the Aberdeen Local Development Plan was to produce a monitoring statement, which identifies: changes in the principal physical, economic, social and environmental characteristics of the area; and the impact of the policies and proposals of the existing plan. This report will help to inform the new plan, justify the new plan's content and provide a baseline for later monitoring:

Interim Environmental Report

Along side the production of a Local Development Plan there is a requirement to produce and consult on a Strategic Environmental Assessment. In accordance with the Environmental Assessment (Scotland) Act 2005 an Interim Environmental Report has been prepared to assess the environmental impacts of the Main Issues Report. Copies of the report will be made available for inspection in libraries and council offices during the week commencing 16 October 2009:

Development Options Assessment Report

To identify locations for future development landowners and developers were invited to submit proposals for development that they would wish to be considered in the Main Issues Report, with a view to taking them forward over the next 12 to 15 years through the next plan.  This provided a range of options for development to include in the Main Issues Report. The Planning Team undertook an assessment all 126 proposals received. The assessments on their own do not tell us whether a site is suitable for development or not, but they provide a wealth of information, which allowed a professional judgement to be made. These assessments also identify possible mitigation measures:

Aberdeen Brownfield Urban Potential Study

An important part of the preparation of the Aberdeen Local Development Plan is an assessment of the potential, within the existing urban area of Aberdeen, to absorb further housing development on brownfield sites. An Urban Potential Study was carried out in 2008 and this has since been updated for the Main Issues Report. It identifies brownfield sites within the settlement boundaries of Aberdeen and provides an indication of what the likely housing capacity is of these sites. The Study identified that the current range of brownfield sites within Aberdeen would be able to accommodate between 4800 and 8600 new homes in order to meet the targets set within the Aberdeen City and Shire Structure Plan:

Guide to the Transport Framework

The Transport Framework is an ongoing process which aims to ensure that development proposed in the Local Development Plan can help to support the objectives of the National, Regional and Local Transport Strategies. Part A of this work was called the Transport Appraisal which provided a transport-based appraisal of the greenfield Development Options sites, and helped us to reach decisions over which sites to allocate as Preferred Options in the Main Issues Report. The Council has also started to identify the transport infrastructure likely to be required to support new development in the City. Alongside, the Council commissioned strategic transport modelling to assess the impact of growth proposed in the Aberdeen City and Shire Structure Plan. Further details on the work undertaken so far is set out below:

The Council proposes to undertake further work on the Transport Framework taking account of feedback received during the Main Issues Report consultation. We also propose to carry out more detailed modelling to assess the impact of various settlement strategies. This will help to finalise the settlement strategy in the next stages of the Local Development Plan.
