On 18 August 2010, Aberdeen City Council approved the Aberdeen Local Development Plan - Proposed Plan. The Proposed Plan, Supplementary Guidance and Action Programme will now be made available for public consultation over a twelve week period from 24 September to 17 December.

The Plan shows the land allocated to meet the city's development needs. These needs were identified in the Aberdeen and Aberdeenshire Structure Plan which was approved in August 2009. The new Local Development Plan will also set out the planning policies to be applied in promoting the growth of a sustainable city over this period.

Following publication of the Proposed Plan in September 2010, representations were invited from stakeholders, landowners, developers and anyone with an interest on how Aberdeen will continue to grow and evolve over the time period of the plan. All of the responses submitted to us during this period can be viewed below.

Following the conclusion of the consultation period Council officers have gone through a process of acknowledging each respondent. We have taken into account the points made in each representation and we are currently working on the responses to the representations made. A report on the representations received will be presented to Council in due course and thereafter submitted to the Scottish Government. An independent reporter will then be appointed to carry out an Examination in Public. It is anticipated that the Plan will be adopted in Spring 2012.

Action Programme

Alongside the Proposed Plan we are required to prepare an Action Programme to set out: a list of actions required to deliver each of the plan's policies and proposals; the name of the person who is to carry out the action; and the time scale for carrying out each action. Our intention is for the Action Programme to be a 'live' document, which can be continually updated to reflect progress with each proposal and actions for implementing policies. The Action Programme has 4 main sections:

  1. Land Allocations
  2. Infrastructure Delivery - Projects of City Wide Significance
  3. Infrastructure Delivery - Masterplan Zones
  4. Policies

Supplementary guidance provides more detail on the Local Development Plan proposals and policies. On September 13 2011 at Enterprise, Planning and Infrastructure Committee 17 draft documents were adopted as Interim Supplementary Guidance. A further 6 draft documents were published for re-consultation following amendments made in light of comments received during the previous consultation and two new draft Supplementary Guidance documents were also approved for consultation. The consultation period ran for 8 weeks from 21 September until November 16 2011.
