Animal Dealers

The Licensing of Animal Dealers (Young Cats and Young Dogs) (Scotland) Regulations 2009 require persons selling young dogs or young cats (less than 84 days old) to be licensed by the Local Authority.

There are a number of exemptions to the licensing regime which include:

• Persons holding a pet shop or breeding of dogs licence;
• The sale of young dogs or cats kept at an animal sanctuary, re-homing centre or rehabilitation centre; 
• Where the sale is a progeny of a cat or dog kept by that person as a pet; or
• The person sells no more than 2 young dogs or cats or one of each such type in any 12-month period.
