The Planning Strategy team is responsible for maintaining an up to date Development Plan framework for the whole city area. The Development Plan consists of 2 parts:
- Structure Plan
- Local Plan
Preparation of the Development Plan is subject to significant consultation with all stakeholders such as Aberdeenshire Council, other Council Services, outside agencies and the general public.
Structure Plan
The Structure Plan sets the strategic policy framework that will guide long term future development. The Structure Plan sets out a strategy for the future use of land and provides a long-term vision for development in the North East. It contains guidance on employment land, housing land, the environment and transport and it provides the strategic policy framework for the Aberdeen City and Aberdeenshire Local Plans.
North East Scotland Together (NEST) is the current Structure Plan for Aberdeen and Aberdeenshire and was prepared jointly by the two Councils. NEST was formally approved with modifications by Scottish Ministers on 21 December 2001.
In January and February 2007, Aberdeen City Council and Aberdeenshire Council agreed to prepare a new structure plan to replace NEST (which will remain in force until the new plan is approved by Scottish Ministers).
The Finalised Aberdeen City and Shire Structure Plan was submitted to Scottish Ministers on 27 February 2009.
The Finalised Structure Plan and related documents have been placed on deposit for viewing at the 8th Floor Reception of St Nicholas House.

When approved by Scottish Ministers, the new structure plan will set the context for the preparation of the Aberdeen City Local Development Plan.
Local Plan
The Aberdeen Local Plan was adopted on 25 June 2008. The Aberdeen Local Plan sets the framework for land management within Aberdeen, by identifying detailed planning guidance to 2010 plus giving direction to appropriate locations for development in the longer term beyond 2010:
The Aberdeen Local Plan took many years to develop, and was the result of much public consultation and a Public Inquiry. The process the Local Plan went through until adopted can be viewed here:
