Energy Efficiency - Council Tenants
There are approximately 23,700 Council owned dwellings in Aberdeen. Each year, the Council carries out a major programme of energy efficiency works on these properties.
Of these 11,533 have loft spaces, with 6,768 have 200mm or more, 1048 have 150mm, 2,325, have 100mm, have 50-100mm, have 50mm or less
The measures taken to improve the energy efficiency of the local authority stock between 1 April 2001 and 31 March 2003 included:

*Needs based energy efficiency works = carrying out whatever combination of insulation and/or heating upgrade measures is required to bring identified properties up to an NHER of at least 4.0. This budget is targeted at the least thermally efficient houses in the Council's stock.
Energy efficiency works carried out on local authority stock is directly paid for by the Council. However, to help us increase the amount of energy saving works we are able to carry out in Council houses over the next few years:
- We have secured external grant funding through Scottish Power's Energy Efficiency Commitment (EEC) scheme for 2002-05
- Through Transco's Affordable Warmth Scheme we will be replacing up to 3600 old, inefficient, heating systems over the next 4 years, in addition to the programme of heating replacements included in the normal capital programme. By 2006/07 it is expected that virtually all Council houses (excluding the 4,500 homes in multi-storey blocks) will contain modern, efficient, heating systems
- An independent, not-for-profit company - Aberdeen Heat & Power Co. Ltd. - has been set up to develop and manage Combined Heat & Power (CHP) schemes linked to clusters of multi-storey blocks. The first of these developments was concluded in 2004. CHP provides both electricity and a district heating system which is safe, has affordable running costs, and considerably reduces the CO2 emissions from these properties. The Council has been awarded a grant by the government's Community Energy Programme to help with the capital costs of Aberdeen Heat & Power's first CHP scheme
As a result of the Council's energy efficiency programme, the average National Home Energy rating (NHER) of the Council stock improved from 5.7 in March 2001 to 6.5 in March 2003. The NHER scale ranges from 0 (worst) to 10 (best).
