Andrew Sproull - Programme Director
Andrew Sproull was appointed by Aberdeen City Council as Programme Director to oversee the complex multi-million pound project to convert the long-neglected building to make it fit for office use for more than 1,000 staff.
His role includes making sure the best options for the conversion are chosen and ensure best value for the council and the people of Aberdeen. Andrew will also maintain stringent control over the finances, the way the scheme develops and any changes that have to be made during the life of the project.
Andrew commented, "it is a challenge to do the conversion sympathetically, preserve the history of the building and create a modern and efficient facility. It's a substantial project that will act as a catalyst for the implementation of the greater masterplan vision for the redevelopment of the Bon Accord Quarter and provide a clear civic focus for Aberdeen into the future."
Andrew has wide experience of managing large-scale public and private sector construction schemes costing up to £80 million.
Before working for Aberdeen City Council, Andrew worked as Project Director on the £53 million scheme to create the new West Lothian Civic Centre in Livingston for West Lothian Council, Lothian and Borders Police and the Scottish Court Services.
He has previously worked with NHS Scotland on several schemes to quit redundant buildings and move into new purpose-built premises. Each of the projects involved working with partner organisations to create purpose-built bases for up to 1,000 personnel - and monitoring the experiences of staff in the new facilities.
Andrew has also worked with Scottish Enterprise on schemes to breathe new life into historic buildings in Glasgow and Edinburgh.
Deirdre Robertson, Corporate Director for Continuous Improvement, will have overall accountability for the multi-million pound development. She said, "Andrew brings a wealth of experience in the delivery of major complex capital projects in both the public and private sectors."
