Controlled Parking Proposals – Old Aberdeen, Seaton, Sunnybank & Tillydrone areas. Public Consultation (04/11/09 - 09/12/09).


At its meeting of 6 December 2007, Aberdeen City Council's Planning Committee approved a planning application submitted by the University of Aberdeen for the construction of a replacement library building on land within its King's College Campus. As a result of the construction of the library building, and other alterations on the campus, a number of on-campus parking spaces will be lost. A condition of the planning approval is that the University must promote and if approved, fund an area of Controlled Parking in order to limit indiscriminate parking whilst protecting residential amenity and supporting sustainable travel objectives.

Over the past few years, parking in the area has become increasingly problematic in the areas surrounding the Old Aberdeen Campus as a result of student and commuter parking. As part of the planning process, the University is working in partnership with Aberdeen City Council to promote and support good practice in reducing vehicle usage for students and staff. In order for the University to meet its obligations as a result of the planning conditions placed upon it, Aberdeen City Council are promoting Controlled Parking measures in areas around King's College and other areas that might be affected by the development. By doing so, the University and the Council will also work to provide sustainable transport for the campus while protecting residential amenity in the area.

Aberdeen City Council is currently taking the scheme through the formal legal process to create the required Traffic Regulation Order and thereafter, if approved, undertake the implementation of the scheme. The area proposed is detailed on the attached plan and would be bounded roughly by Bedford Road, St. Machar Drive, Tedder Road, Harris Drive, Tillydrone Road, Harrow Road, King Street, School Drive, Regent Walk, Orchard Street, Sunnybank Road and Bedford Place. The current boundaries have been proposed to mitigate the expected future decanting of the problem in the central section of the zone out to the residential areas on the periphery. If only the existing problematic areas in the core area of the zone were to be addressed at this time then we would anticipate that the areas on the periphery may then experience similar problems in the near future.

Current Consultation

In accordance with legislative procedures, members of the public now have the opportunity to consider the finalised proposals as part of the public advertisement. During this time statutory consultees and members of the public will have the opportunity to lodge a formal objection to any of the proposed measures.

Full details of the proposals are to be found in the draft order, which, together with maps showing the intended measures and an accompanying statement of the Council's reason for promoting them, may be examined during normal office hours on weekdays between Wednesday, 4 November, 2009, and Wednesday, 9 December, 2009, in the offices of the Traffic Operations Team on the second floor of St Nicholas House, Broad Street, Aberdeen.

Street notices will be displayed in the affected areas during the consultation period outlining the basis of the Traffic Regulation Order and the procedure to be followed in order to submit an objection.

Anyone wishing to object to the proposed order should send details of the grounds for objection in writing to:

It should be noted that objections should take the form of individual letters – petitions will not be classed as formal objections.

The statutory objection period runs from 4 November until 9 December, 2009, inclusively. Any objection should state (1) the name and address of the objector, (2) the matters to which it relates, and (3) the grounds on which it is being made.

Any person who submits an objection should note that the Committee agendas are public documents, available in libraries and also distributed to the press. Objectors'' names and addresses, perhaps with summaries of their observations, will be able to be found in these agendas. Also,, although the original letters of objection will not ordinarily be copied as part of the agenda, they are available for inspection by Councillors and are essentially in the public domain. To that extent, however, they are redacted, with e-mail addresses, telephone numbers and signatures blanked out.
