Homelessness: help and advice

Introduction

Homelessness affects people from all walks of life. It includes those living temporarily with family or friends, those facing the prospect of losing their accommodation, or living somewhere that is insecure or unsafe. Homelessness is sub-standard living conditions that make a home uninhabitable. Those facing the risk of violence in the home are also considered homeless. Homelessness doesn't only mean being on the streets or sleeping rough.

The Council's Homelessness Service can help those experiencing or threatened with homelessness. Trained staff will arrange an interview, look for solutions and provide assistance. Local authorities have duties to those either homeless or potentially homeless. These are set out in law as defined by the Housing (Scotland) Act 1987 Part II, the Housing (Scotland) Act 2001, the Homelessness etc (Scotland) Act 2003 and the Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2004. Together these are referred to as homeless legislation. Each authority must also take into account the Code of Guidance on Homelessness issued by the Scottish Government. The code gives examples of good practice in resolving homelessness. It can be downloaded on www.scotland.gov.uk or may be consulted at the Homelessness Section.

Aberdeen City Council’s Homelessness Section provides advice and information in accordance with Homepoint Standards.

It is important that anyone who is homeless or threatened with the prospect of losing their home contacts the Homelessness Section as soon as possible, so that timely intervention can begin. Those threatened with homelessness should not give up a tenancy without first seeking independent advice.
