Development Management
The Planning System in Scotland has changed. To find out more, please see the Modernising Planning page or contact us.
Development Management is the process which regulates development and the use of land. Through the Development Management process, ACC is able to influence the location and quality of development in ways that comply with the Council's objectives, policies and plans.
The Development Management team is responsible for:
- Carrying out pre-application discussion to ensure that when an application is made, it is in a form that enables it to be processed as speedily as possible.
- Processing applications for planning permission, listed building consent and advertisement consent. This involves checking that the application contains all the necessary information, visiting the site, carrying out statutory consultations e.g. with the Roads section or Historic Scotland, advising and negotiating with the applicant or agent if necessary, and finally making recommendations to the appropriate committee. Planning applications may mostly require payment of a fee.
- Investigating breaches of planning control and initiating, if appropriate, enforcement action.
- Preparing statements and evidence for planning appeals and appearing as expert witnesses at public inquiries.
- Giving general advice to the public on development control matters and assisting in the preparation of published guidance material.
