Who we are

Grampian Joint Police Board was established by Section 34 of the Local Government etc (Scotland) Act 1994 and the Grampian Combined Police Area Amalgamation Scheme Order 1995.  This Order provided that Aberdeen City Council, Aberdeenshire Council and Moray Council become amalgamated for police purposes into the Grampian Joint Police Board.  The Board consists of 15 Councillors appointed from the membership of the 3 Councils as follows:

  • 6 members appointed by Aberdeen City Council
  • 6 members appointed by Aberdeenshire Council
  • 3 members appointed by Moray Council

Members of the Board are appointed by each of these Councils following each Council election.

The Board shares responsibility for the Grampian Police Force with the Chief Constable, who is responsible for police operational matters, and with the Scottish Ministers.

The Board is supported by a Clerk and Treasurer who give professional advice and administrative support in the running of the Board.  The Clerk and Treasurer are the Head of Legal and Democratic Services and Head of Finance respectively of Aberdeen City Council.

The Board normally meets 6 times a year (plus an additional budget meeting), with meetings rotating among the headquarters of each of the 3 Councils.  In addition to the Board meetings, business is conducted through a Complaints Sub-Committee, Stewardship Sub-Committee, Personnel Sub-Committee, and Appointments Committee.

What we do

The Board's functions encompass; setting the Force budget on an annual basis, appointing senior officers, having responsibility for the conduct of senior officers and having an overall scrutiny role in relation to the way the Chief Constable operates the Force.

As well as dealing with resource issues, the Board has other statutory responsibilities. These include:

  • implementing the Independent Custody Visiting Scheme
  • managing the requirements of the Police Pensions Regulations

Meetings

The Board meets approximately 6 times per year, including its budget meeting which is held in January.

Members of the Board also sit on its Sub-Committees. The Complaints and Stewardship Sub-committees meet on a quarterly basis with the remaining sub-committees (Personnel, Urgent Business and Independent Custody Visiting Scheme) meeting as and when required.

All Board meetings, including the Complaints and Stewardship Sub-Committees are open to the public. Local and national journalists are free to attend and details of debates may be reported on television, radio and in newspapers.
