Community Learning Hubs and Review of Community Centres and Community Learning & Development Activity: Report Summary
The report links with the ongoing work on the draft Learning Estate Strategy, and has included consideration of all buildings in the Education, Culture and Sport portfolio, proposing sustainable options for the future by identifying best use of the estate and maximising opportunities for co-location and optimum use of premises.It advises on progress with the development of seven proposed Community Learning Hubs and the review of Community Centres and Community Learning & Development activity in Aberdeen and gained approval to consult on identified options reporting back in January 2010.
The report is set in the context of a changing environment; a changing economy, regeneration needs and newhousing and business developments in the City. It reflects a detailed analysis of current provision for learning in the wider community and provides fit-for-purpose options for the future by co-ordinating and maximising the resources and capabilities of the Council and its partners.Any options for change will include changes to building use, some building re-design or closure, changes to staffing and enhanced use of new technologies. The project aims to deliver a revenue saving of £100,000 in the financial year 2010 -2011.
The review of community centres has involved a detailed analysis of outstanding issues of concern ranging from the condition of buildings, management models, finance and legal matters.Options for consultation include a proposed new lease, management agreement, constitution and a new finance model.
Stakeholder consultation on the options contained within the report will commence in mid October running through to the end of November.
