Rosemount and Westburn Proposed Conservation Area

The Planning Committee has approved the Draft Rosemount and Westburn Proposed Conservation Area Appraisal as the basis for public consultation.

The Aberdeen City District-Wide Local Plan adopted in 1991 identifies Rosemount and Westburn as proposed conservation areas. The new Local Plan will maintain the intention of the designation of Rosemount and Westburn as a conservation area.

The Conservation Area Appraisal describes in detail the topography and townscape evolution of the Rosemount and Westburn area. The townscape, architecture and history is also detailed and emphasises the contribution of several important individual buildings to the area's character, such as Rosemount Square and Rosemount and Westburn Houses, as well as groups of buildings and terraces like, for example, Royal Cornhill Hospital, Argyll Terrace and Argyll Crescent. Also identified in the Appraisal is the importance to the area (which includes Westburn and Victoria Parks) of landscaping.

The Appraisal's conclusion recommends the designation of the Rosemount and Westburn Conservation Area in order to preserve the granite buildings that make an important, positive and lasting contribution to the City's building stock. The Conservation Area is also proposed in order to facilitate the preservation of the parkland setting of both Westburn and Victoria Parks for the benefit of future generations. In addition, Royal Cornhill Hospital and the Cornhill Estate are identified as an important collection of granite buildings in parkland setting worthy of preservation.

The Appraisal and a detailed Ordnance Survey plan of the proposed conservation area may be viewed at the City Development reception on the 8th Floor of St Nicholas House. In addition, the Appraisal will be available for viewing in the Central Library.

The consultation period ends on 27 February 2004. A report on the results will be presented to the Planning Committee at their meeting on 18 March 2004.
